There's plenty of speculation about when GTA V will take place. Rockstar has always specialized in faithfully recreating historical time periods, so there's a good chance that GTA V won't take place in the present. The 1970's might be a fun time for the game, with the emergence of the drug underworld.
An interesting piece of trivia about the GTA V announcement is that it came exactly three years after the official disbarment of former Florida attorney Jack Thompson, who spent an inordinate amount of time attempting to ban games like Grand Theft Auto for supposedly "training" kids to commit crimes (despite the games' M rating, of course). It's certainly possible that the date was not a coincidence.
Of course, everybody wants to know when the game will be coming out. It's highly unlikely that it'll come out before the end of 2011, or even by next summer. A holiday 2012 release seems to be the most popular guess, though, knowing the world of game development delays, let's not bet against a 2013 release.
Just Playing Around
It wouldn't be the Internet without jokers coming out to mock the GTA rumor mill or just generally have fun with the game. One columnist's fever dream-style announcement story played with the idea that GTA V would be set in a different city depending on the retailer from whom the game was pre-ordered. Gamers who don't pre-order GTA V would not be given cars in the game, and would have to play through entirely on foot.
